Cooperation with Institutions in European Countries
2007
Germany
A group of 17 young professionals from the Bundeskartellamt, the competition regulator in Germany, visited the Competition Authority on 18 and 19 June 2007. The meetings held provided the opportunity for an intense exchange of knowledge and experience on the issue of anti-competitive practices. The Portuguese Authority had the chance to present the initiatives implemented in various markets to remove entry barriers, in addition to the results of sectoral surveys carried out.
European Commission
The Competition Authority received a visit from a DGCOMP/European Commission delegation on 28.6.2007. The goal was to assess the system installed for correspondence management and confidential information protection. The Commission considered the system adopted effective and technologically up-to-date.
Bulgaria
The Competition Authority received a study visit by a delegation from the Bulgarian Competition Authority in the week of 24-28 September 2007, under the European Commission's TAIEX programme. The purpose of the visit was to offer the Bulgarian representatives the Portuguese Authority's knowledge and experience on the issue of anti-competitive practices, in particular with regard to collusive behaviour in open calls for tender.
2006
Czech Republic
On 2 February 2006, a mission from the Czech Republic, led by the president of the Czech Competition Authority, paid a visit to Lisbon. Its main purpose was to familiarise itself with the Competition Authority's activities and its analytical and procedural work in the energy sector.
Romania
Between 20 and 24 November 2006, a delegation of two senior members of the Romanian Competition Council followed a training course in the Competition Authority, within the scope of the institutional cooperation planned in the MoU (Memorandum of Understanding) that was signed in 2005 by the Council of this Authority and the president of the Romanian Competition Council. The purpose of this visit was to allow an exchange of technical information and included various sessions for the discussion of different important questions in the activities carried out by the Competition Authority.
Iberian Competition Meetings
In the field of bilateral cooperation between Member States of the European Union, the cooperation between Portugal and Spain has special significance. In addition to the exchange of experience and the co-operation in joint studies, this cooperation has gained special importance through the Iberian Competition Meetings that have been held on an annual basis.

2008
Croatia
On 20 February 2008, under the European Commission's CARDS programme for the promotion of peace and stability in the Balkans, the Competition Authority was visited by a joint delegation from the Croatian Telecommunications Agency and Competition Authority, composed of eight high officials. The aim of the visit was to inform the Croat representatives of the Portuguese Authority's powers and the mechanisms for co-operation with the national regulatory authority for the telecommunications sector (ANACOM), whenever anti-competitive practices and merger operations in the markets under that sectoral authority's regulation are at issue. Given the clear interest shown by the visiting delegation in the Competition Authority's activity in the telecommunications sector, two detailed presentations were delivered on two important cases decided in the year 2007. One fell within the field of anti-competitive practices and the other within the area of merger control.
2007
Turkey
On 14 November 2007, the Competition Authority Council was visited by a delegation from the Turkish Competition Authority, under the leadership of its vice president Tuncay Songor. The intention of the visit was to set up platforms for bilateral collaboration and an exchange of experience on the application of the rules safeguarding competition, to be established in a Technical Cooperation Protocol to be signed by the Portuguese and Turkish Competition Authorities. The goal of this protocol is to develop projects of common interest in the field of competition policy and strengthen competition culture in both countries.
China
In accordance with a cooperation project between the European Union and China, and at the latter country's request, the Competition Authority received a visit from a delegation of six high officials from the Chinese State Council and Trade Ministry on 28 and 29 November 2007. This project emerged in the wake of the adoption on 31 August of the Chinese Anti-monopoly Law and the visit by Commissioner Nellie Kroes to Beijing at the beginning of September. As Portugal was one of the three Member States, in addition to the European Commission, selected to provide the training desired in the field of merger control, the Authority had the opportunity to share the knowledge and experience secured with the analysis and decisions adopted, in over 300 merger operations, with its Chinese visitors.
2006
Mozambique
On 3 March, a mission from the Republic of Mozambique, composed of senior officers from the Ministry of Industry and Trade in Mozambique, was in contact with the Competition Authority, within the framework of an official visit to Portugal. In the course of this contact, they discussed the institutional framework for the application of the competition legislation in Portugal, a subject of particular importance to Mozambique in the context of the preparation of national competition legislation.
