Cooperation at a National Level

Cooperation with Universities and Scientific Research Institutes

In its function of promoting a competition culture and stimulating scientific research in the areas of Competition Law and Economics, the Competition Authority assigns the greatest importance to cooperation with university institutions. In this field, it has established cooperation protocols with universities for the teaching of postgraduate courses and master's and PhD degree courses in this area of knowledge. This development will be put into effect by means of the following instruments: (i) the creation of Competition Authority grants for students with high results who wish to go further in this scientific area, (ii) the funding of its own staff-members' education and training through these courses, and (iii) the funding of studies of interest to the Authority.


Protocol of Cooperation with the Court of Auditors

In 2006, the Competition Authority and the Court of Auditors signed a protocol of cooperation with the following aims:
  1. To make information mutually available on the subject of state aid, public procurement and the respective procedures and markets;
  2. To share information on anti-competitive or other practices for the exercise of control or regulation functions;
  3. To participate reciprocally in the carrying out and development of work and studies that fall within the scope of their respective powers.

The protocol aims to protect taxpayers' interests, guaranteeing compliance with the mission entrusted to each of the institutions, in particular with regard to the prevention and suppression of the wasteful, fraudulent or illegal use of public funds.

Protocol of Cooperation with the Centre for Legal Studies

With a view to promoting competition culture – as in the case of other initiatives and cooperation protocols – the Competition Authority has signed a Protocol of Cooperation with the Centre for Legal Studies (CEJ), covering various initiatives within the scope of Competition Law and the Law of Finable Offences.

Given that the Authority is responsible for applying national and Community legislation in Portugal and that the Centre for Legal Studies is responsible for the professional training of the judiciary, public prosecutors and court advisers, the two bodies agreed to sign a protocol establishing the terms of reciprocal cooperation.

The Protocol also provides for a Monitoring Committee with a representative from each party, for the implementation and follow-up of the various activities provided for.
