International RepresentationOCDE - Organisation for Economic Co-operation and Development In the exercise of the responsibilities entrusted to it, the Competition Authority participes in the Competition Committee – which analyzes competition-related matters of common interest and the annual reports on the Member States' competition policy – and the respective specialised Working Parties. It also participates in the various round tables and forums on the topic of competition. It is the Competition Authority's responsibility to present the report on competition in Portugal and formulate the Portuguese position on topics being analysed in the different working parties. On an annual basis since 2001, the OECD has been organising a Global Forum on Competition. In addition to the OECD member states, the Global Forum is composed of dozens of non-member countries, e.g. China, Russia and developing countries in general. One of the issues that has been the object of the greatest attention in this forum relates to competition policy on cartels in the context of a global economy. Ano 2007 Report on Competition Policy in Portugal - 1 July 2006 to 30 June 2007 (formato pdf, 81KB). The 99th Meeting of the Competition Committee took place on 21 and 22 February 2007 in Paris. At this meeting, Portugal presented a document for discussion at the round table on Energy Security and Competition Policy (DAF/COMP/WD (2007) 21. (formato pdf, 160KB) The 100th Meeting of the Competition Committee took place on 6 and 7 June 2007, also in Paris. Beforehand, on 4 and 5 June, the meetings of WP2 and WP3, respectively, were organised. At these meetings, Portugal presented three documents for debate:
The 101st Meeting of the Competition Committee took place on 17 and 18 October 2007. At this session, among other matters, the Portuguese Authority presented the Annual Report on Competition Policy in Portugal (formato pdf, 81KB). Reference should be made to the importance of the topics that were debated in two round tables: the Round Table on Refusal to Deal and the Round Table on Facilitating Practices in Oligopolies. In the days before, 15 and 16 June, the meetings of Working Parties 2 and 3, respectively, were held. The WP2 meeting was devoted to debate on the subject of competition and regulation in connection with taxi services. In WP3 Portugal presented a discussion document for the Round Table on Managing Complex Merger Cases - DAF/COMP/WP3/WD(2007)71 (formato pdf, 27KB). 2006 Economic Survey of Portugal (OECD Economic Surveys ? Portugal, OECD Publishing, Volume 2006/4 - Abril 2006) The Competition Authority represented Portugal in the following meetings that took place in Paris in the months of February, June and October: (i) the Competition Committee (plenary), (ii) the Global Forum on Competition, (iii) the Global Forum on Trade and Competition, (iv) WP2 on Competition and Regulation and (v) WP3 on International Cooperation.
