At the meeting of the Ad-hoc Group of Experts, the president of the Portuguese Competition Authority presided over the review of competition policy in Tunisia (“peer review”), which dealt in particular with regulatory and institutional aspects, as well as the principal results achieved. At this session, the relationship between subsidies and competition law and policy was also debated, for the first time at the level of UNCTAD.

The VII Session of the Intergovernmental Group of Experts on Competition Law and Policy debated the relationship between competition authorities and sector regulators, in particular with regard to abuses of a dominant position. The Portuguese Competition Authority arranged the distribution among those present of a communication prepared specifically for this event, under the title "The Relationship between Competition Authorities and Sector Regulators – the Experience of the Portuguese Competition Authority". Another topic addressed at this VII Session was international cooperation in the investigation of and fight against “hardcore” cartels that affect developing countries. In connection with this, the Portuguese Competition Authority mentioned the recent approval of the Leniency Programme in Portugal. .
