Circuit Judge Douglas H. Ginsburg was appointed to the United States Court of Appeals for the District of Columbia Circuit in 1986. He was Chief Judge from 2001-2008 and assumed senior status in 2011. From 1983-1986, he served as Administrator of the Office of Information and Regulatory Affairs, in the Office of Management and Budget, and as Assistant Attorney General for Antitrust at the Department of Justice. He began his career by clerking first on the court where now sits and then for Justice Thurgood Marshall on the US Supreme Court.
Judge Ginsburg also teaches at the Antonin Scalia Law School, George Mason University, where he chairs the advisory board of the Global Antitrust Institute. He was previously a full professor at Harvard University, and while serving on the court has taught at the law schools of the University of Chicago, New York University, and University College London. He is the author of numerous scholarly works on antitrust and on constitutional law, and recently co-edited Judicial Review of Competition Cases (2023, Concurrences).
In 2020, Judge Ginsburg received the Department of Justice’s John Sherman Award for his lifetime contributions to the development of antitrust law and the preservation of economic liberty. In 2022 he received the Freedom of the City of London in recognition of his contribution to the rule of law. Judge Ginsburg holds a BS from Cornell University and a JD from the University of Chicago Law School.
