Beyond consumer-welfare: responsive priority-setting in the public interest in competition law enforcement

Katalin (Kati) Cseres is an Associate Professor of Law at the University of Amsterdam, where she heads the EU Law Section and is based at the Amsterdam Centre for European Law and Governance. Her research examines EU competition law in its constitutional and political economic context, focusing on power, democracy, and the rule of law. She plays a leading role in several academic and policy initiatives, including ASCOLA Benelux, the Inclusive Competition Forum, and The Good Lobby Profs.

Or Brook is an Associate Professor of Competition Law at the University of Oxford and a Fellow of Pembroke College. Her research combines EU, UK, and comparative competition law with large scale empirical methods, focusing on enforcement institutions, priority setting, and the interaction between competition law and broader public policy goals. She is the author of Non Competition Interests in EU Antitrust Law (CUP, 2022) and leads major empirical projects on priority setting and judicial review.
